In reply to your letter of the 24th November, no2 No.30248/27 relative to the recruitment of subordinate officers for service in Hong Kong I have the honour to state that we conclude that the information given under the heading "Quarters" in the memorandum referred to in paragraph 2 of the despatch from the Officer Administering the Government dated 20th May 1927 No.259 a copy of which,

202 was enclosed with your letter of the 9th August No. 30185/ 27, applies to officers engaged under a Class I standard form of agreement, and that the allowance mentioned in the General Order No.110 (1 and 2) an extract from which formed one of the enclosures to your letter under reply, refers to officers engaged under the standard form of

agreement Class 11.

We will accordingly arrange to embody this information in any advertisements which we may issue and all papers of particulars which we send to candidates.

We would point out that no mention concerning the provision of quarters is made in the standard forms of

agreement which are now in use in connection with Hong Kong appointments (except Police) and which were

authorised in your letter of the 4th September, 1922,

No.34406/22, and assuming that free quarters or an

allowance in lieu is now granted to all officers,

appointed under a Class 11 form of agreement, we shall be

glad to know whether in future we may insert the following clause in this form of agreement, i.e.:-

Quarters

Government quarters free of rent (but not of rates) will be provided when such quarters are available. When such quarters are not available the person engaged will be granted an allowance in lieu of quarters at the discretion of the Government.

If rates are not payable by the person engaged the words in

brackets should be deleted.

As an addition to the Class 1 agreement we suggest the

following:-

Quarters

Government quarters will be provided when such quarters are available, for which rent will be charged at 6% of the salary of the person engaged or 7% if heavy furniture is provided. If such quarters are not available the person engaged will be granted an allowance in lieu of quarters at the discretion of the Government.
